Abstract:	社區是都市發展的基礎單元，社區總體營造應該列為地方基礎建設中的專案補助要項，讓社區的發展在補助、輔導、評量，進而特色發展、永續經營、傳承與回饋等計畫性的規劃下，才能落實社區總體營造的發展目標，又因教育是一切建設的關鍵影響因素，且社區總體營造的終生學習環境之建構與發展，是確立社區諧和發展的首要課題。本研究應用德菲法及模糊邏輯理論，建構一套量化的社區總體營造終身學習環境的成效評估模型，讓社區的發展與終身學習環境的成效評估過程，可經由計算量化的大小做為評審優劣的依據。本研究除了可做為推動決策團體的自我發展目標成效檢視外，亦可提供政府推動社區總體營造基礎建設之專案補助與發展成效評估之檢視準則。
