For decades, competitive bidding has been extensively used for selecting contractors. Governments utilize this price-based selection(PBS) system for its simplicity and fairness and expect to obtain economical benefit through price competition.However,many researchers have pointed out that the price competition itself is not sufficient to guarantee an economical and quality product. The qualification-based selection(QBS) system has been increasingly considered as an alternative to find competent restractors. This paper broadly the findings of previous rescarch and explicitly depicts the causal relationships between different contractor selection systems and contractors’ competitive behaviors to demonstrate the benefits and concerns of a PBS system and a QBS system. Several managerial policies for promoting project success are proposed correspondly.
